What are the UK degree classification bands?

A First is 70% and above, a 2:1 is 60 to 69%, a 2:2 is 50 to 59% and a Third is 40 to 49%.

How is a final degree mark weighted across years?

It depends on the university: commonly 10/30/60 across three years, or the first year not counting at all. A placement year is usually pass/fail and weighted at 0%.
